Certification: a genuine tie
Both US helmets are DOT builds— the European versions of each carry ECE 22.06 and 5/5 SHARP, but the US units you buy are DOT. So certification doesn't separate them; if genuine US ECE 22.06 is your priority, neither Shoei is your helmet, and a modular like the HJC RPHA 91 or a full-face like the AGV K6 S carries it. Between these two, the decision is format and weight, not the mark on the shell.
The flip-up: the Neotec 3's advantage
The Neotec 3's chin bar lifts, and if you value that, nothing the GT-Air 3 does replaces it. Flipping up at a gas station, a toll, or to cool off in traffic — without removing the helmet or glasses — is the modular's whole appeal, and the Neotec 3 is the quiet-touring benchmark at it. For touring riders who stop often or wear glasses, the flip-up is worth real weight.
Weight and simplicity: the GT-Air 3's advantage
A one-piece full-face has fewer joints and less hardware, so the GT-Air 3 is the lighter helmet at around 1,774 gversus the Neotec 3's ~1,880 g, and some riders simply prefer the solidity and slight quiet edge of a fixed chin bar. If you don't need the flip-up, the GT-Air 3 gives you the same Shoei touring refinement and sun visor in a lighter, simpler package for less money.
Quiet and comfort
Both are among the quieter helmets in their formats — the Neotec 3's rebuilt chin-bar seal makes it exceptional for a modular, and the GT-Air 3's one-piece shell is inherently well sealed. Both have the sun visor and comms channel. In day-to-day comfort they're peers; the format is the deciding factor, not a quality gap.
