Certification: the RPHA 12 wins
The RPHA 12 carries genuine DOT + ECE 22.06 — the current rotational standard, confirmed. The Bell is DOT with MIPS; Bell lists ECE but doesn't publish the 22.05-vs-22.06 revision for the US unit, so we don't assert current 22.06 on it. On the certification a buyer can verify, the HJC holds the current ECE standard, while the Bell adds MIPS on top of DOT — a genuine rotational-management layer, but not the same as confirmed 22.06.
Features: the Bell wins
The Qualifier DLX answers with things the RPHA 12 doesn't have. MIPS adds a rotational-management layer, and it ships with a photochromic (self-tinting) shield that adjusts to the light automatically — no separate tinted visor to buy (see our shield-types guide). The RPHA 12's shield is Pinlock-ready for anti-fog, but you buy tint separately. For automatic sun convenience and MIPS, the Bell packs more in.
Weight and shell
The RPHA 12 is much the lighter helmet — around 1,474 gof PIM EVO composite versus the Bell's ~1,626 g of polycarbonate. That ~150 g plus the composite shell make the HJC the more premium-feeling and less fatiguing lid over a long day. The Bell is comfortable and well-vented but heavier and plainer.
Who each is really for
The Bell is for the rider who wants MIPS and an automatic self-tinting shield on a budget and is satisfied with DOT plus MIPS. The RPHA 12 is for the rider who wants the confirmed current certification and a lighter, more refined shell, and will add tint separately. It's features-and-convenience versus certification-and-weight.
